Plant health certification

Moving plants, plant products, soil and related items into, within, or out of New South Wales may require a biosecurity certificate to ensure quarantine requirements are met and to prevent the spread of pests and diseases.

There are several types of biosecurity certificate that may apply depending on the item and its destination:

An Area Freedom Certificate certifies the State, or part of the State, is free from the specified biosecurity matter.
A Property Freedom Certificate certifies a property, or part of a property, is free from the specified biosecurity matter.
A Plant Health Certificate (PHC) is issued by a Department Authorised Officer following an inspection. Fees apply and arrangements must be made in advance.
A Plant Health Assurance Certificate (PHAC) is issued by accredited businesses under the Interstate Certification Assurance (ICA) or Certification Assurance (CA) schemes. These schemes allow eligible businesses to self-certify their consignments, following strict accreditation and audit processes.
Some third-party industry accreditation schemes are also recognised as valid certification where they meet the entry requirements of the receiving jurisdiction.
