Applying for accreditation
Who can apply?
Applications must be submitted by the legal entity that owns and operates the business. Eligible entities include:
- Individuals
- Incorporated companies (with ACN or ARBN)
- Registered co-operative associations
- Partnerships or trusts (applications must be signed by all partners or submitted by the trustee, not the trust)
In the case of Partnerships, an application can be made which will need to be signed by each of the partners OR one partner can apply to be accredited as an individual with the other partners listed as Responsible Personnel.
In the case of trusts, an application must be made by the trustee NOT the Trust.
Companies must provide their Australian Company Number (ACN) OR Australian Registered Body Number (ARBN) and attach a copy of the Certificate of Incorporation. Co-operative associations must provide appropriate proof of registration (either a copy of the Certificate of Registration OR Registration search from the Office of Consumer and Business Affairs).
When to apply?
Apply at least 60 business days before you intend to start certifying produce. You may apply for multiple ICA/CA procedures through a single form (fees apply per arrangement).

Audit and accreditation process
1. Desk audit
Once received, your application is reviewed for completeness. A pending advice letter is sent, and you may be contacted if further details are required.
2. On-site accreditation audit
- Initial compliance audit – Conducted within 60 days of accreditation
- Scheduled audits – regular audits based on your ICA/CA procedure
- Random audits – Conducted annually on selected businesses (no fee)
- Investigatory audits – Triggered by reports or suspicion of non-compliance
Renewing accreditation
Reapply before your accreditation expires. If your accreditation has lapsed, a new application is required. You must have a valid Certificate of Accreditation before issuing any PHACs.
Non-compliance and suspension
If non-conformance is found:
- You’ll be notified in writing and required to take corrective action.
- The Department may suspend or cancel your accreditation for breaches or failure to pay fees.
- Enforcement powers under the Biosecurity Act 2015 include directions and penalties.
Reconsideration
If your accreditation is refused, suspended or cancelled, you may request a reconsideration in writing:

Updating your accreditation
Notify Biosecurity Certification if your:
- Contact details or postal address changes
- Responsible Personnel (those authorised to sign PHACs) change
- Partnership agreement or business structure changes
Use a variation form for these changes. For new or additional ICA/CA procedures, a new application form is required.
