Permits for moving plants, plant products and other regulated articles

Under the NSW Biosecurity Act 2015, you may need a permit to move certain items—such as plants, plant products, soil, organic matter, or used equipment—into, out of, or within New South Wales.

Permits help manage biosecurity risks associated with the movement of regulated articles that do not meet standard entry conditions, or where no ICA/CA procedure or plant health certificate option is available.

When is a permit required?

You may need a permit when:

• The item does not meet existing entry conditions or cannot be certified under an ICA/CA arrangement.
• You are moving items under special circumstances, such as for research, trials, disposal, or cleaning.
• The movement is between regulated areas.
• You are importing into NSW under non-standard conditions.

How do I apply for a permit?

To apply for a permit:

1. Download and complete the Permit Application Form
2. Submit your completed form by:
   1. Email: quarantine@dpi.nsw.gov.au
   2. Post: Biosecurity Certification, NSW Department of Primary Industries, PO Box 232, Taree NSW 2430
3. A Biosecurity Officer will review your application. They may contact you to clarify details or request further information.
4. If approved, a permit will be issued outlining the conditions of movement and any additional requirements you must meet.

Please submit your application at least 5 business days in advance of the proposed movement date to allow time for assessment and processing.

Fees

There is no fee to apply for a permit, but inspection or compliance activities associated with your permit may incur a fee.
