Group permit streamlines avocado consignment for ICA-30 Part A Businesses

Effective November 2025, a group permit now allows eligible NSW businesses accredited under ICA-30 – Hard condition of avocados to consign produce using a duly completed declaration instead of a Plant Health Assurance Certificate (PHAC).

This change simplifies documentation for consignments between Part A (growers) and Part B (packers) businesses under ICA-30, provided specific conditions are met.

What’s Changed?

Previously, ICA-30 required Part A businesses to issue a PHAC with each consignment to a Part B business. Under the new permit:

Part A businesses may now use a signed declaration in place of a PHAC.
This applies only to consignments between ICA-30 accredited Part A and Part B businesses.

Conditions Apply

To use a signed declaration instead of a PHAC, it must include:

a unique docket number;
the name and Interstate Produce (IP) Number of the accredited Business that harvested, inspected and stored the fruit;
a statement that the business is accredited under Part A of ICA-30 for the source property or properties on which the avocados were grown;
the identity of the source block/s on which the fruit was grown;
a statement that the fruit has been harvested, inspected and stored in conformance with ICA-30 Part A conditions; and
the signature of an Authorised Signatory from the Part A business.

Businesses must continue to meet all other ICA-30 obligations.

Key Messages for Industry
